JOB DESCRIPTION: Technical Project Manager II 160445 (NCI)

THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) FUNDED POSITION.

The Cancer BioInformatics Grid (caBIG) is a 21st century information initiative of the National Cancer Institute Center for Biomedical Informatics and Information Technology (NCI CBIIT). Will work within the Clinical Sciences team for SAIC-Frederick to help compile and communicate an enterprise level view of the ongoing Imaging project portfolio. Project management of subcontracts including development of statements of work, monitoring and evaluating product deliverables and invoices. Will keep detailed records of quality and risk management and mitigation for auditable projects. Work will involve tight coordination with NCI program managers, other clinical trials suite project managers, grid and SOA architecture project managers, as well as SAIC-F workspace leadership. Close coordination with NCI CBIIT personnel will be required as well as facilitation and coordination with other caBIG workspaces. Attendance at meetings and liaison activities with the NCI and SAIC-F organizations will be required.

REQUIRED SKILLS: Possession of a Masters Degree in biomedical science, physics, computer science, or engineering from an accredited college or university or six (6) years related experience in lieu of degree. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. In addition to education requirements, a minimum of eight (8) years of progressively responsible management experience including four years of technical and/or administrative experience related to clinical imaging, biomedical imaging research, or radiation oncology. Must have an understanding of Imaging Product Management and the architecture to support the applications. Must understand the technology and standards employed in these applications. Understanding of DICOM imaging standards, PAC systems, and HL7 is also required. Must have exceptional written and oral communication skills in order to clearly communicate with all levels of scientific personnel and administrative staff. Must be able to balance competing priorities. This position is subject to obtaining a Public Trust Clearance.

DESIRED SKILLS: Imaging experience as an architect or integration with workstations such as NBIA, XIP AVT, OSIRIX, TCGA, BIRN of other platforms in biomedical imaging or radiation oncology. Understands JAVA and C++. Experience in integrating image applications into electronic health records is also desired. Statistical analysis capabilities of tumor tissues with such systems as RECIST. Program/Project management in clinical imaging areas and/or related to clinical trials research. Experience in managing the development and deployment of systems that are subject to regulatory requirements in the clinical domain, including those that are subject to 21 CFR Part 11, HIPAA, FISMA, Section 508 of the Rehabilitation Act, and OMB Memorandum M-06-16.
